The Bay-winged Hawk is quite a large Hawk at 45cm for the male and 55cm for the famale.  It is found throughout Argentina but is not considered common.

Back and wings are predominantly black with rufous shoulders and rufous feathered thighs.  Rump and tip of tail white.  It has a large bill with extensive yellow cere.

The above photo is of a juvenile. The one below is of an adult.
